  PROBLEM ABSTRACT:
  Enhancement to allow REST services to respect context data in
  WC_GENERIC_ACTIVITYDATA cookie
  
  BUSINESS IMPACT:
  For REST interoperability scenarios, context data changes for
  generic users from web channels do not take effect for REST
  services consuming the web cookies.
