Error description

• In the scheduler, you can only specify a start time, and then a
  time interval for repeating a job. This method does not account
  for time changes such as daylight savings time. Therefore, some
  scheduled jobs might not run at the expected time.
  
  For example, if you set a job to run at 1AM with an interval of
  86400 seconds, the next job might run at 2am due to daylight
  savings changes.

Problem conclusion

• This enhancement APAR introduces a check box in the
  Administration console.  The option is displayed when you are
  configuring a job in the scheduler. With this check box, the job
   runs at the specified time and automatically adjusts for time
  changes such as "daylight savings time".
  
  If the job scheduler is set to be run daily at a fixed time, you
   can clear the fixed time check box and leave the scheduler
  interval field blank. This means the job runs on the specified
  time, even in "daylight savings time".
