Error description

• Incorrect error message was issued when loading template or
  default layout (PAGELAYOUT table) if the priority column has a
  value specified. Error message is "The specified layout "XXXXX"
  is a template or default layout.  Remove the start date and end
  date information."
  

Local fix

• Leave the priority column empty
