JR53145: client expects not to update offer price if the csv does not con tain price

APAR status

• Closed as program error.

Error description

• 1)  Initial load:  Set OfferPrice,ListPrice in csv and load them
  by data load utility.
  
  2) Delta load:  The business user may provide a csv containing a
   few products to be updated, like this:
  Partnumber Price  shortDescription ...
  A          100
  B          "updated desc"
  
  For A, they expected to update the price and leave all other
  properties unchanged.
  
  With replace mode, the actual result is that the offer.publish
  was set to 2 (mark for deletion)
