Problem conclusion
For DB2/iSeries databases, the idresgen utility uses SQL (instead of the Java API) to fetch foreign-key constraint information. The SQL uses parameter markers to bind schema and table information and the binding of this information was being done in the incorrect order. The information is now bound in the correct order.
