JR52168: LDAPUserSyncCmdImpl trace is not dynamic

Error description

• Procedures/Steps to reproduce problem:
  Start Server which has LDAP setup on it.
  Logon as a registered user.
  Logoff.
  Enable WC_USER traces
  Logon as a registered user.
  
  Observed Results:
  WC_SERVER traces are produced, but there are missing traces for
  the LDAPUserSyncCmdImpl
  
  Expected Results:
  All traces for LDAPUserSyncCmdImpl should appear in the trace
  log file.

• USERS AFFECTED:
  On WebSphere commerce V7 fix pack 6 or later, for system
  administrator and developer who needs trace to analysis the WC
  runtime
  
  PROBLEM ABSTRACT:
  LDAPUserSyncCmdImpl trace is not dynamic
  
  BUSINESS IMPACT:
  Can't get updated trace in LDAPUserSyncCmdImpl once WC_USER
  trace level is enabled in runtime
  
  RECOMMENDATION:
  

Problem conclusion

• Cause - Potential problem cause:
  LDAPUserSyncCmdImpl has a static variable isTraceEnabled.
  Using this variable will prevent the traces from being
  enabled/disabled dynamically, as the variable is only setup when
   the class is initialized.
