Error description
When the start time for a promotion, as entered by the business user, is the same as midnight (12 AM, stored internally as 00:00:00.001) in the server's time zone, reloading and viewing that promotion in Management Center may incorrectly show its start time as midnight (12 AM). The start time for the promotion is properly respected in the promotion engine, but may show incorrectly in Promotions tool.

USERS AFFECTED: All Commerce users who have configured their server time zone to be different from the CMC preferences time zone and specify the start time for promotions using the Promotion Tool. PROBLEM ABSTRACT: Promotion start time may not render correctly within the Promotions tool after reloading. BUSINESS IMPACT: The business user might be confused by the incorrect time that is rendered back to the Promotion Tool. RECOMMENDATION:

The code in the ReadPromotionMediator class was corrected for the start date/time to use "enableTimeZoneConversionForDate" instead of "enableTimeZoneConversionForTime"
