JR50489: "Search Criteria and Result" target in web activity fails with '&' character in manufacturer name

Error description

• A "Search Criteria and Result" target is used in a web activity
  and specifies the "Manufacturer Name" search criteria. If a
  customer selects the manufacturer name which contains the '&'
  (and sign) character in the search box type ahead Brand
  suggestions, or enters the manufacturer name in the Brands field
   of Advanced Search, the "Search Criteria and Result" target
  will not correctly match the customer's Brand value with the
  manufacturer name.

   WebSphere Commerce v7.0 users who are using the "Search
  Criteria and Result" target in a web activity and have a '&'
  (and sign) character in the manufacturer name.

Problem conclusion

• The parameter encoding/decoding logic of the marketing engine
  was fixed to correctly match the customer's Brand search against
   the manufacturer name set in the target when the manufacturer
  name contains the '&' (and sign) character.
  
   This fix is a continuation for APAR JR49746 which fixes the
  same problem for the '+' (plus sign) character.
