Error description

• When a custom filter is included with a promotion, the promotion
  may not be applied to the order even when the condition is met,
   depending on the sequence in which the products appear in the
  order.

Problem conclusion

• The logic for determining the application of promotion
  adjustments was not properly considering the application of
  filters.  The code is changed to ensure that applicability for
  any item in the cart is considered, and not just for the final
  item being evaluated, when determining whether the promotion
  applies.
