After a mainframe IPL causes a reset of PU and LUs, SLI_OPEN and
RUI_INIT calls are rejected with SLI_LOGIC_ERROR and
COMMAND_COUNT_ERROR, respectively.

PROBLEM DESCRIPTION:
See error description, above.

PROBLEM SUMMARY:
When the following sequence of events occurs during the
mainframe IPL:
  << UNBIND RQ
  >> UNBIND +RSP
  >> NOTIFY RQ (SLU disabled)
  (no NOTIFY +RSP)
  << ACTPU RQ
  >> ACTPU +RSP
  << ACTLU RQ
  >> ACTLU +RSP
then CSWIN fails to reset its internal LU tracking correctly, so
subsequent SLI_OPEN/RUI_INIT calls are rejected for this LU.

A subsequent DACTPU/ACTPU/ACTLU may cause the LU to be properly
reset so it becomes usable again.
