Error description

• When previewing promotion set for future date, the preview still
  displays the current promotion and does not take the future
  date into account.
  Recreate steps:
  1) Creating a web activity that was scheduled to start at a
  future date.
  2) Previewed the site at a future date that was within the
  scheduled timeframe of the web activity and the carousel showed.
  3) Clicked  Generate URL  from Store Preview and copied this
  into browser which when loaded, did not show the carousel

Problem conclusion

• This problem is caused by a defect in the default implementation
   of PreviewContext on how it handles the static flag (this flag
  controls whether the preview time should elapse). Due to this
  defect, a preview URL generated when the preview time is set to
  not elapsing will not be able to set the preview time correctly.
   This fix will make sure that this particular scenario is
  handled properly.
