JR47985: When the quick publish task is run the error java.sql.SQLSyntaxErrorException: ORA-00904 is generated.

Error description

• When trying to update the already existing data and the change
  is run via  quick publish tooling the error ORA-01747 error
  appears. The steps to reproduce is as follow:
  
   1) Go to management center
   2) Create task group under Emergency workspace
   3) Create task under above created task group.
   4) Activate task group and right click show task list .
   5) Select task and work on that particular task.
   6) Go to management center tools and select catalog.
   7) Upload shipping jurisdiction data csv file through upload
  catalog functionality.
   8) Mark as complete task after successfully uploads.
   9) Approve the task group to push changes on live database.

   which could comes from SQL:  PSTMT: SELECT REDIRECT_FROM,
  REDIRECT_TO
   FROM XREDIRECTURL WHERE KEY=?

• The code for quick publish mechanism has been enhanced within
  the APAR JR47985 to avoid "java.sql.SQLSyntaxErrorException:
