Error description

• Promotion status is inconsistent between promotions with a code
  and without, after the redemption limit exceeded.
  
  Once the limit is reached, promotions without promotion codes
  will automatically change to "suspended" state.  Promotions with
  codes will remain in the "active" state.

Problem conclusion

• All promotion codes that are entered at the store front by the
  shopper undergo a validation step which takes place in the
  implementation class of PromotionCodeAddRemoveControllerCmdImpl.
  
  
  The fix is to change the state of the promotion from "active" to
  "suspended" once the maximum redemption limit has been reached.
  The ECApplicationException exception will be thrown, with the
  error message ERR_MAJ_PROMOTION_OVERALL_LIMIT_EXCEEDED.
