All WebSphere Commerce users on v7.0 using the SitemapGenerate
scheduled job with ampersands in the URLs

PROBLEM ABSTRACT:
The SitemapGenerate command does not URL encode ampersands for
dynamic URLs

BUSINESS IMPACT:
Moderate
