Error description

• After refreshing the Marketing registry, the first request that
  checks for the marketing behavior rules requires that the
  current behavior rules are loaded into the registry. The time
  required to load the behavior rules depends on the number of web
   and dialog activities that rely on behavior rules. If multiple
  requests arrive at the server while the registry is loading the
  behavior rules, those requests will trigger additional reloads
  of the behavior rules.

  WebSphere Commerce 7.0 users using Management Center marketing
  web and dialog activities.
  
  PROBLEM ABSTRACT:
  The marketing registry may be repopulated multiple times after a
  single refresh.
  
  BUSINESS IMPACT:
  Requests immediately after the registry has been refreshed may
  run slower than normal, as they will need to wait for the
  registry to reload.  These specific requests may result in a
  slower response time than normal.
  
  RECOMMENDATION:
  

Problem conclusion

• The code to refresh the marketing registry has been improved to
  detect multiple attempts to reload the behavior rules. The
  behavior rules will be loaded only once into the registry after
  a registry refresh.
