Error description

• When approving a task group within a workspace on an authoring
  server, foreign key errors may be encountered when workspace
  best practices are not followed.   One such case is a user
  deleting objects from different workspaces or the approved
  content while content in another workspace has changes
  referencing this object.
  
  For example:
  -Attribute Dictionary Attributes - do not delete an attribute or
  attribute value when a product, sku, bundle or kit is modified
  in a workspace and is referencing the attribute or attribute
  value.
  -Catalogs  - do not delete a sales catalog when categories or
  products, skus, bundles or kits are assigned to the catalog in
  another workspace.
  
  When resource objects in a task group of a workspace have been
  modified to reference an object and that object is removed from
  the approved content, the subsequent approval of the task group
  will result in a foreign key violation as the foreign key column
  no longer has a corresponding parent record.  This error will
  prevent the task group from being approved unless these child
  records are removed.

Problem conclusion

• The workspace publish mechanism is further enhanced to avoid
  error of related to data collusion's so that the publish process
  will commit  regardless of these errors by omitting the
  duplicate entry or entry with foreign key violation from being
  published.
