JR39173: Improve WebSphere Commerce performance when querying PX_CDUSAGE table

Error description

• After installing or enabling Feature Pack 1 for IBM WebSphere
  Commerce V7, performance may be affected when adding a public
  promotion code to an order. This is due to a new table,
  PX_CDUSAGE, is added in Feature Pack 1 which keeps track of the
  promotion codes used against orders. This table can grow very
  large and cause queries against it to take a long time.
