Error description

• It's been experienced that error return codes from the
  application environment initialization function are not handled
  in SQLSetEnvAttr. This caused the CLI application to continue
  processing and accessing uninitialized memory during further
  execution.
  
  This APAR addresses enhancement to return code handling within
  function CLI SQLSetEnvAttr.
