APAR status

• Closed as program error.

Error description

• The source and target tables are in synch but the
  IBMQREP_APPLYMON COUNTS are different from the counts from that
  from the capture side.
  
  This apar fixes the following problems:
  1) Apply was reporting counts that were less or sometimes very
  high overflowed values WITH AUTOSTOP
  
  
  2) asnqacmd also caused Apply to
  report bad values in ApplyMon table
