  When viewing data for an Ethernet line, the percent utilization
  is
  incorrect, sometimes showing a large (i.e. greater than 100)
  positive or
  negative numbers.
  
  Problem:
  The percent utilization is not being calculated.  Any value from
  memory
  is being returned rather than a calculated percent.

Problem summary

• The percent utilization is not being calculated.  The record
  being returned to TEMS/TEPS contains random memory values prior
  to being zeroed out which may cause negative percent values.
  

Problem conclusion

• Code will be added to calculate the percent utilization.
