  ABSTRACT:             HOT-STANDBY SYNCHRONIZATION SKIPS OFF-LINE
  NODES
  PROBLEM DESCRIPTION:
  
  When the HUB and Mirror TEMS start-up synchronization will occur
  so that
  the Mirror matches the current HUB in the event of a switch.
  But node
  status will not be sent if the node is currently off-line. If
  there is
  already a record of the node at the mirror then this will have
  no impact
  if a switch occurs.  But if the mirror is not aware of this node
  because
  it is new, then a record for the node will not be created at the
  mirror.
  If a switch occurs, offline node status events will not be
  generated for
  these nodes resulting no notification of an off-line node.
  
  
  RECREATE INSTRUCTIONS:
  
  Shutdown the mirror.  Then attach a new agent to the HUB or an
  RTEMS.
  Stop the agent.  Bring up the mirror.  After the mirror
  synchronizes
  shutdown the HUB.  When the mirror becomes the primary HUB
  connect a
  TEP/TEPS and verify that the MS_Offline situation does not
  report the
  new agent being off-line.
  

Local fix

Problem summary

• If a new node comes on-line in a Hot-Standby environment with
  the mirror down and the node is off-line when the mirror comes
  up, the node will not be replicated.
  

Problem conclusion

• Allow off-line nodes to be replicated by Hot-Standby.
