  PROBLEM DESCRIPTION:
  
  In DBCS environments where situation description
  field is limited to 64bytes, if users enter a description exceed
  this
  limit, the description field is truncted without warning.
  
  
  RECREATE INSTRUCTIONS:
  
  PROBLEM RECREATION STEPS: Using DBCS environment, enter a
  situation
  description exceeding 64bytes.  Reopen the situation, and find
  that the
  description field has been truncated to 64bytes.
  
  PROBLEM RECREATION RESULTS: Descrpition truncated without
  warning.

Problem summary

• When creating a new situation and using a double-byte character
  set such as Japanese or Russian the description field allows for
  64 double-byte characters to be typed into the description
  field.  Without any warning the results will be truncated the
  next time the situation is opened.
  

Problem conclusion

• Added a check so when a double-byte character set is being used
  the description field will not allow more that 64 bytes of data
  to be typed into the description field.  This new behavior is
  consistent with the way the description field works with a
  single-byte character set such as English.
