IZ70818: FULLNAME COLUMN SHOULD NOT BE POPULATED WHEN A SITUATION IS EDITED

APAR status

• Closed as program error.

Error description

• When a situation is edited, the FULLNAME column is populated
  when it is not expected to be populated.
  
  This is causing new situations to be created instead of
  overwriting the edited situation as was originally intended.
  
  If this FULLNAME column is not populated, when a user
  attempts to import the .xml file, the user will get a prompt to
  overwrite.
  

Local fix

Problem summary

• When a situation is edited, the fullname column is populated
  when it should not be populated.
  
  This is causing new situations to be created instead of
  overwriting the edited situations as was originally intended
  when 'tacmd bulkexportsit' and 'tacmd bulkimportsit' are
  executed.
  

Problem conclusion

• The code is changed to compare the fullname when it's edited.
  Unless the situation name is changed, the fullname isn't
  updated.
