Problem summary
If the configurable modifier has been configured to govern certain documents on load it might fail if a collection of documents if loaded where one document references another in the same collection. This is because the referenced document will be goverend twice, once when it is found in the collection and once again when the referencing document is governed.
Problem conclusion
A check has now been implemented to ensure an entity is not goverened before trying to govern it.
