  Using the tacmd listsit command, the output generated does not
    show the value specified in the ACTION tab.
    TACMD viewsit -s <sitname> where sitname is a situation which
    contains a ACTION.

  When viewing a situation that includes a System Command action
  definition via 'tacmd viewsit' command, the situation's defined

Problem conclusion

• The logic was corrected to enable the 'tacmd viewsit' command to
  display 'System Command' value, if one exists, and to suppress
  the nonapplicable 'Universal Message Category' 'Universal
  Message Severity' and 'Universal Message' labels.  Here is
