Error description
In SSM 4.0, subagent unload snmpv3 loses all VACM settings permanently. This is because VACM settings are only remembered by a graceful shutdown (save state) and only when RestoreState=on. If the agent then shuts down with snmpv3 already unloaded then no state information for snmpv3, including vacm settings, will be remembered.
Local fix
1. Don't "subagent unload snmpv3" if SNMPv3 VACM support will still be required in future. 2. Manually back up the file "config/agent.state" if you are concerned about this problem.

Problem conclusion
VACM settings will no longer be removed on "subagent unload snmpv3". They will be kept unless explicitly removed individually. Also note: subagent unload snmpv3 can still lead to settings being forgotten later IF set restore is ON and snmpv3 does not get reloaded before the agent is rebooted.
