Error description

• ENVIRONMENT:
  TEPS all platforms.
  
  
  
  PROBLEM DESCRIPTION:
    After IZ31947 has been run, the severities are added to the
  KFWTMPLSTA
    table via the KfwSqlClient executable.  The TEPS server should
  update
    the KFWTMPLSIT table with the new severities after the next
  restart of
    the TEPS.  This does not occur for all user topologies.
  
  
  
  
  DETAILED RECREATION PROCEDURE:
    Apply the appropriate MDV to obtain the fix for IZ31947.
  Notice that the 4 new severities are present (Fatal, Harmless,
  Minor, and Unknown). Situations created in the physical
  navigator will display the severities and propagate up to the
  Enterprise node, though logical navigators will not propagate
  the severity up the tree.

Local fix

Problem summary

• APAR IZ31947 was introduced to add severities for templates that
  did not have the severities already defined.  Adding the
  severities consists of updating the KFWTMPLSTA table.  There are
  corresponding entries in KFWTMPLSIT, but those should be added
  dynamically by the portal server.  In some cases, this table was
  not updated by the running portal server.
  

Problem conclusion

• Changed the KfwSqlClient binary to also update the KFWTMPLSIT
  table with the new severities for existing templates.
