Error description

• Environment:
  
      TEP - 6.2 thru 6.2.1
  
  Problem Description:
  
      Unable to move the columns for the SEC but can move the
  columns for the CEC.  These should have similar function.  In
  6.1 you can move the columns in the SEC.
  
  Detailed Recreation Procedure:
  
  
  Using a 6.2 and above system, from the enterprise navigator,
  select properties. Select the SEC and try to rearrange  the
  columns.

Problem summary

• The column reordering feature in Situation Event Console has
  been intentionally disabled.  The Properties dialog did not
  allow the columns to be moved.
  

Problem conclusion

• The fix allows the column reordering in Situation Event Console
  and Properties dialog.  Also, the drop-down list in 'Impact'
  column works correctly when 'Impact' column is moved.
