Error description

• Environment:
  6.2 FP1
    Windows with Latvian support
  Problem Description:
    The ICU libraries within ITM are missing the Latvian
  libraries.
    Problems on UA on Windows with Latvian support.
    kumpcon command fails, looks similar to APAR  IY98193. The
  kumpcon log
    has error 'Could not open output converter, error
    <U_FILE_ACCESS_ERROR>'. I could not obtain a server that had
  latvian
    settings to recreate.
  
  Problem:
    When running kumpcon command the command provides a blank
  screen and
    does not complete when the server is set to Latvian regional
  settings

    L2 Investigation Steps:
    L2 Question for L3: Can you please review, I do not have a
  server
    with latvian language support to recreate. The customer has
  had this
    issue with ITM 6.2 and ITM 6.2.1. The problem only occurs when
  the
    server is set to Latvian. See 36380.130.702.0.GIF for
  settings.
  

Local fix

Problem summary

• When running the kumpcon command for the Universal Agent on a
  machine where the regional settings are set to Latvian, the
  prompt:
      KUMPS002I Enter console command <Application name or
  Metafile name or file name>
  will not be seen, instead the kumpcon command will seem to hang,
  although it is actually waiting for input just as if the above
  message were shown on the screen.
  

Problem conclusion

• Latvian language support was not fully implemented in the
  language portion of our code.  Therefore when the regional
  settings were set to Latvian, the necessary translation routines
  could not find the correct conversion characters.
  
  
  The fix for this APAR is contained in the following maintenance
  packages:
