  Current behaviour/symptoms/Problem description:
  When polling srSystemCPUUsageAverage from devices where the
  returned value is less than 1%, this will be represented as 1%
  
  Expected behaviour:
  This MIB object does not support decimal calculation, any value
  less than 1 will be rounded down to 0.
  

Local fix

  Netcool/SSM 4.0 FP6 on all platforms
  ****************************************************************
  PROBLEM DESCRIPTION:
  After upgrading to Fix Pack 6, srSystemCPUUsageAverage appears
  to always report 1% on an idle machine where previous to Fix
  Pack 6 it reported 0%.
  ****************************************************************
  RECOMMENDATION:
  Upgrade to Fix Pack 7 for SSM 4.0.
  ****************************************************************
  

Problem conclusion

• The value of srSystemCPUUsageAverage is now rounded down instead
  of up. It had always been rounded up previously however
  inaccuracies in the calculation prior to Fix Pack 6 had obscured
  this bug.
