Error description

• Situation/attribute help is not displayed in TEP, defaulting to
  msg_sited_nohelp.htm instead.
  
  This issue is found in ITM 6.2 only, not ITM 6.1.
  
  
  Environment:
  ITM 6.2 any patches - Windows platform
  
  
  Detailed Recreation Procedure:
  1. Open Situation Editor on Japanese environment.
  2. Select a situation.
  3. Select the formula tab.
  4. Select a column in the formula.
  
  Then, the attribute help was shown in a moment, but it showed
  msg_sited_nohelp.htm instead

Problem summary

• Situation attribute help is not displaying in Japanese when the
  Japanese locale is being used.
  

Problem conclusion

• Updates were made to the browserAdapter class in the Tivoli
  Enerprise Portal client to fix the problem.
