Problem summary

• Web Services Workflow activities fail to run on a z/OS TEMS.
  
  Web Services was not included in the effort to
  internationalise Policies. Because data used by these activity
  types is now stored in UTF-8, parsing the data fails on z/OS
  because the code was using hard-coded literal values.
  

Problem conclusion

• All hard-coded literals are converted into their UTF-8
  equivalents when UTF-8 data is being handled by the code.
  
  The fix for this APAR will be included in the following
  maintenance vehicle:
