Error description
SQL1606W The Database System Monitor output buffer is full error message is returned by db2batch because there is insufficient room to store a snapshot in the db2 internal output buffer. The buffer is allocated as a standard size of 102400 bytes and it should be automatically increased as needed until the sufficient size is allocated. However, due to a bug in the code it is not getting increased, hence the buffer full error message.
Local fix
Reduce the amount of information requested by lowering the value of PERF_DETAIL option.
