Error description

• The db2val command might just exit with no massage if National
  Language pack (NL pack) is not installed and the command runs in
  non-English environment.
  The following steps illustrate the problem.
  
  1. Install DB2 Server edition without NL pack.
  2. Run db2val in non-English environment, for example:
  # export LANG=ja_JP.UTF-8
  # db2val -o
  # echo $?
  10
  

Local fix

• Please run db2val in English locale, for example:
  # export LANG=C
  # db2val -o
