Error description

• PROBLEM:
  When tabbing to the Favorites Applications portlet on the Start
  Center,
  the enter key does not activate the selection.  All other
  portlets do this.
  
  
  PERFORMANCE ISSUE: no
  
  STEPS TO REPRODUCE:
  Find a Start Center with that contains multiple different kinds
  of
  portlets including Quick Insert, Favorites, and KPI List (or
  other
  portlet type).  Tab through the portlets (this may take a lot of
  tabbing) until it highlights an application in the Favorites
  portlet.
  Then press the Enter key and nothing happens.  If you do the
  same thing
  with other portlets such as Quick Insert, when you have an
  Application
  highlighted and click Enter then it opens the application.
  
  
  
  CURRENT ERRONEOUS RESULT:
  Favorites not opening using Tab/Enter
  
  EXPECTED RESULT:
  Favorite should open using Tab/Enter
