Error description

• On some AIX machines, the runtime is failing to bind threads to
  processors. With the following settings
  for a 2 tasks job and with XLSMPOPTS set to:
     0:XLSMPOPTS=parthds=2:bindlist=PROC=0,2
     1:XLSMPOPTS=parthds=2:bindlist=PROC=4,6
  
  the following error messages may be visible:
  0:1587-121 SMP runtime library error. Could not bind thread to
  processor 0.
     0:1587-121 SMP runtime library error. Could not bind thread
  to processor 32.
     1:1587-121 SMP runtime library error. Could not bind thread
  to processor 0.
     1:1587-121 SMP runtime library error. Could not bind thread
  to processor 32.

• USERS AFFECTED:
  Users of XLSMPOPTS with the bindlist suboption may be affected
  by this issue.
  
  
  PROBLEM DESCRIPTION:
  An internal call creats an OpenMP instance which fails to binds
  the threads to the processes.
  

Problem conclusion

• The XLSMP runtime has been fixed so that the threads are now
  bound to the processes.
