Error description

• During database activation in PureScale environment, db2instance
  -list might temporarily report the ERROR for secondary CF:

  This is not an indication of a problem with the CF, just a
  transient condition related to CF memory structures changing
  whilst being accessed by db2instane -list command. State for CF
  eventually should stabilize as PEER or CATCHUP.
