Problem summary

• Add ability to restrict "Clear offline entry" capability
  
  
  Add new functionality to allow administrators to restrict which
  users have the permission to perform the "clear offline entry"
  function that deletes offline managed systems from the physical
  navigator.

• New permission added to the user administration dialog under the
   Agent Management node in the permissions tree.
