    Data Import results in error

    SQLException -> Message       : getDbLastModified
                 -> SQL message   : ResultSet has no more elements
                 -> SQL errorcode : 0
                 -> SQL state     : 02000 java.sql.SQLException:
    ResultSet
    has no more elements

    As per L3 review
    when error appears in ETL, then the import should fail. APAR
    should fix the error and additionally correct the import
    behavior to fail when error occurs in capacity scan  import.
