Problem conclusion

• This error was due to the NULL AccessIP insert. A bug existed
  where
  devices were copied to ncpolldata even if they did not have an
  IP address.
  The fact that manual topology devices can be created without IP
  addresses. To resolve the issue, we should check to prevent a
  device being added to the ncpolldata DB if it has no access IP.
