Error description

• In TSAMP 4.1.0.0 the rgreq does not recognize a not existing
  resource group and completes successfully although the resource
  does not exist.
     existing resource:
       #> rgreq -o stop exist-rg
       Completed applying request to resource group ""exist-rg"".
       #> echo $?
       0
  
     the same is returned for non existing RG:
       #> rgreq -o stop ich-bin-ein-mensch-rg
       Completed applying request to resource group
       ""ich-bin-ein-mensch-rg"".
       #> echo $?
       0

Problem conclusion

• The internal handling of the command rgreq has been adjusted
  to address the issue. Now the command returns with rc=6 and an
  appropriate message in case the specified resource group does
  not exist.
