Error description

• As a APMaaS Hybrid customer, I would like to
  retrieve and display metrics from my back-leveled ITM agents, so
  that I can use the APMaaS console to monitor my business
  applications that utilize resources being managed by my existing
  ITM environment

Problem summary

• Add support for ITM hybrid solution.  Allows for IBM Tivoli
  Monitoring (ITM) on premise to send metrics to new APM Saas
  solution (ITM v8).
  
  
  Allow for agents of all versions in an IBM Tivoil Monitoring
  (ITM) environment to send metrics to the new ITM v8 dashboard
  UI.
