  States:
  "In a post-reinsert trigger, only the NEW variable is
  available, and this represents the data from the INSERT
  statement. For example, if Tally is not specified in the INSERT
  statement, new.Tally will have a default value of 0 (zero)."
  
  In APAR IZ52617, the code was changed for post reinsert
  triggers so that new row variables include columns specified in
  an insert statement AND rows modified in a pre-insert
  statement. So the pre-insert will increase the tally. This
  means the Tally will be visible in post re-insert.
