Error description

• Product: Tivoli Network Manager
  Version: 3.9
  
  Symptom:
  Set a value of m_GeneralSlowdown of 3000 for a specific target.
  Use snmp_walk.pl to walk the sytem table and the tool fails to
  return any data, the resulting .mimic and .walk files are empty.
  
  Set the value for m_GeneralSlowdown to 2900 and the snmp_walk.pl
  returns data successfully.
