Local fix
If something other that an Impact install is needed, toolkit, migration tool, Db2 schema, the TBSM install image is needed

Problem conclusion
It dose mean "Download the TBSM install image and Run Installers Manually" Fixed in Impact 6.1.1 FP02 Administration Guide.
