Error description

• TEMS forwards N status event when agent switches over even
  though the situation is true.  (contact Damneet for further

Local fix

Problem summary

• Monitoring server forwards N status event when agent switches
  over,even though situation is true.
  
  An agent is connected to RTEMS1 and situation A is true on the
  agent.  Agent switches over to RTEMS2 and situation is still
  true on agent.  The hub updates its tables with the new thrunode
  (RTEMS2). When RTEMS1 subsequently sends a clearing event, the
  hub forwards it to the destination event server. This causes the
  event server to close the event, even though it is still true.
  

Problem conclusion

• The code had a gap wherein the flag that controls sending the
  clearing N events was missing a circumstance.  That has been
  rectified now so that the clearing event from the previous
  monitoring server would only be forwarded to the event server if
   the the situation has become false on the agent after the
  switch to another monitoring server.
