Error description

  missing port 9430.  During the Discovery Server installation
  process, API calls are made to PSS port 9430 to move files from
  the PSS to the DS.  With the documented firewall ports, the
  installation process fails to reach PSS to copy the files.
  
  Additionally, the documentation says that the default for
  com.ibm.cdb.service.RegistriesURLProvider.port is 9560, however,
  if you do not code the property or comment it out, it defaults
  to a random port. This port must be opened between the TADDM
  servers for successful startup.
