Error description

• If the onevent for a transaction row was set while the row was
  active we would register callbacks more than once but not
  de-register them. This mean that when the row was removed
  callbacks to that instance could still be called.

  * PROBLEM DESCRIPTION:                                         *
  * Transaction rows could register a call back more than once   *
  * with the packet capture provider. However it only retained a *
  * handle to one of those registrations. This meant that the    *
  * row only deregistered itself with the provider once and as a *
  * result the provider would try and access the row after it    *
  * was deleted. This occurred when the onevent was triggered    *
  * while the row was already active.                            *

  * Upgrade to SSM Fix Pack 13.                                  *

• Stopped onevent registering callbacks if the row is active.
