  Upon further review of the original PMR and product behavior, I
  believe this is a documentation issue.  The PMR reports a
  discrepancy between the documentation referenced above and the
  behavior of the TEP.  The issue is that the documentation
  states:
     'You cannot combine MISSING function with any other functions
      in the row except VALUE'
  when it should state:
     'You cannot combine the MISSING function with any grouping
      functions like 'MAX' or 'COUNT' but you can combine it
      with value-type functions like VALUE, SCAN, DATE, etc.'
  
  This APAR is being re-routed for resolution via a documentation
  change.

Local fix

Problem summary

• Clarification is required to the help documentation for the
  MISSING function.
  
  
  The documentation states, "You cannot combine MISSING function
  with any other functions in the row except VALUE."  This is
  vague and needs additional detail.
  

Problem conclusion

• The discrepancy between the documentation referenced above and
  the behavior of the TEP has been corrected.  The documentation
  used to state:
     'You cannot combine MISSING function with any other functions
      in the row except VALUE'
  and now it states:
     'You cannot combine the MISSING function with any grouping
      functions like 'MAX' or 'COUNT' but you can combine it
      with value-type functions like VALUE, SCAN, DATE, etc.'
  
  The fix for this APAR is contained in the following maintenance
  packages:
