  PROBLEM DESCRIPTION:
  'itmcmd config -A 00' fails with message ID KCIIN0231E when
  $CANDLEHOME/config/00_dd_062200000.xml includes Japanese
  characters.
  and the Japanese locale (LANG=Ja_JP) is set.
  
  RECREATE INSTRUCTIONS:
  Create an AgentBuilder agent called 00
  Add a comment at the beginning which contains Japanese
  character.
  Set LANG=C
  Configure the agent using itmcmd config -A 00
  [Notice] The configuration starts successfully
  Set LANG=Ja_JP
  Configure the agent using itmcmd config -A 00
  [Error] The configuration fails with message KCIIN0231E followed
  by a
  java.lang.NullPointerException
  

Local fix

• Set the Locale to LANG=C and then configure the agent.

Problem conclusion

• A read method was being used that does not handle double byte
  characters.  Modified code to use a read method that handles
